Rsync Studio Licensing Server

Production licensing backend for Rsync Studio. This directory is an overlay for a fresh Laravel 13 application and is intentionally kept separate from the macOS target.

See ../Docs/COMMERCIAL_RELEASE_STAGE4.md for deployment, key management and payment-provider setup.
